So I was making phony phone calls to a hotel in Albania and they spoke perfect English...

I am a huge fan of Google Voice. The way it transcribes voice mails into readable (and clickable) e-mails has removed a bane from my existence (listening to long winded messages and having to quickly write the blurted phone number).

I was testing international call quality via the Gmail interface when I decided to call a hotel in Albania and ask them what time the Redskins Texans game would be on.

Oddly they spoke perfect English which is the Microsoft office of languages. 

The quality of the phone call was also excellent. We are now in the future.
